The First Venetian Republic was created in the end of the 8th century,with capital in Venice,which originated as a collection of lagoon communities banded together for mutual defence from the Lombards, Huns and other invading peoples as the power of the Western Roman Empire dwindled in northern Italy. At some point in the first decades of the eighth century, the people of the lagoon elected their first leader Ursus (or Orso Ipato), who was confirmed by Byzantium and given the titles of hypatus and dux. He was the first historical Doge of Venice. Tradition, however, first attested in the early 11th century, states that the Venetians first proclaimed one Anafestus Paulicius duke in 697, though this story dates to no earlier than the chronicle of John the Deacon. Whichever the case, the first doges had their power base in Heraclea. The First Republic reached its apex in the 16th century, when had possessions not only in its region, but in Dalmatia and even on Cyprus and the Peloponnesus' peninsula. In 1610, Venice achieved to annex the Eastern part of the Papal states, after a war against them. In 1796, Venice was conquered by Austrians and French,and in 1880, Venice regained independence after a uprising against the Italian government. Venice achieved to get more territory (its initial territory was correspondent to the Proper Venice Province) after the World War I and the World War II,when annexed all Northern Italy and most part of Central Italy. Currently, Venice is the capital, but with the actual floods in the city, the government center was transferred to Milan. Modern Venice is a democratic republic. It has been ranked the world's twenty-third most-developed country and its Quality-of-Life Index has been ranked in the top ten in the world. Venice enjoys a very high standard of living, and has a high nominal GDP per capita. It is a founding member of what is now the European Union and part of the Eurozone. Italy is also a member of the G8, G20 and NATO. It has the world's seventh-largest nominal GDP, tenth highest GDP (PPP) and the sixth highest government budget in the world. It is also a member state of the Organisation for Economic Co-operation and Development, the World Trade Organization, the Council of Europe, the Western European Union and the United Nations. Venice plays a prominent role in European and global military, cultural and diplomatic affairs. The country's European political, social and economic influence make it a major regional power, alongside the United Kingdom, Kingdom of France, German Empire, and Russian Empire. The country has a high public education level, high labour force, and is a highly globalised nation.
