This Quibbler cover was put up in 1996 when Fred and George Weasley hung it up on the bulletin board in the Gryffindor Common Room from The Quibbler article about Harry Potter talking to Rita Skeeter about Lord Voldemort's return. Fred and George enlarged the cover, hanging it up on the bulletin board in Gryffindor Tower, putting a speaking charm on it. It said such things as "the Ministry are morons" and "eat dung Umbridge." The charms on it lessened all evening until all it could be heard saying was "Dung" and "Umbridge." While everyone initially loved it, many found it to be annoying later in the evening.
