The new territory is a federation, not just because of the 2 dependencies which formed it. But also the constituencies inside of it which are represented in the National Assembly of Scotannaea. The local representative for Nicktown (the capital of the Pickards Field Federation) will always be appointed as the Prime Minister of the Pickards Field Federation. The president of the federation will always be the president of Scotannaea because the federation is just an autonomy.
