Gibbs's suspicion about something not being right the day he and DiNozzo were charged with guarding the Shields who were all at soccer practice was proven to be right when it was revealed that it was Moore himself who was the grounds keeper. NCIS eventually arrested Moore and thanks to some "encouragement" from NCIS Special Agent Leroy Jethro Gibbs, was able to give up all the names of the members of the terrorist cell who had targeted Commander Michaela Shields with the intent of killing her.
