In the sketch, Officer Miller finds a teenage boy named Billy, played by Chris Farley, smoking. Rather than give Billy a ticket for underage smoking, Officer Miller, who knows Billy's family, decides to speak with him about the dangers of tobacco. Billy agrees and then asks how he could tell if a girl likes him. Officer Miller describes a scene he had seen on a National Geographic special in explicit detail about the mating ritual of two animals, then remarks "but in human society, we have to wear clothes so it is tougher to tell", and suggests Billy look at the body language of girls. Billy thanks Officer Miller and says he is going to the park to play ball. Before saying goodbye, Officer Miller orders Billy to surrender the pack of cigarettes, to which Billy agrees and leaves. Now by himself, Officer Miller takes a look around. Confident no one else is there, Officer Miller then helps himself to a cigarette. Like many authority figures on SNL, Officer Miller seems to have a double standard, albeit one that he keeps well hidden. The sketch may have been a spoof on like authority figures, such as cops who convince kids not to drink but may enjoy a beer in a place where minors are not allowed, such as a bar.
