The Government Holdings Account (GHA) was a designated amount of funds held by government officials and was classified as an alliance government-level banking account. It's intended use was in government funds consolidation, budgeting and department fund distribution. It was the government bank account of the First United Council. It fell under the jurisdiction of the Treasury Department and is was officially under control of the Central Bank Governor who acts as the fund executor, upon Presidential orders and recommendations by the Secretary of the Treasury.
