While significant number of monsters in the game are immune to fire-based magic, Burning Hands is still a reasonable choice for various situations. It deals more damage than bolt spells and remains better than most ball spells, until the PC progresses to higher levels. Being a touch spell, it is restricted to only one target and is thus surpassed by bolt and ball spells against multiple opponents.
