"A Study into Muggle Suspicions about Magic" was a report produced by a committee of the British Ministry of Magic that was headed by Phoebus Penrose. It examined some of the ways in which Muggles have noticed things from the wizarding world. Penrose's report included the fact that crop circles which the Muggles believed were made by extraterrestrials are actually made by wizards and witches using crop-related charms while competing in the Contorting Cereals Contest of the Annual International Wizard Gardening Competition. Penrose also noted that the UFOs which Muggles spot in the sky are in fact escaped Quaffles, and that the Loch Ness Monster Muggles claim to have seen is a real animal.
