Penrose's report included the fact that crop circles which the Muggles believed were made by extraterrestrials are actually made by wizards and witches using crop-related charms while competing in the Contorting Cereals Contest of the Annual International Wizard Gardening Competition. Penrose also noted that the UFOs which Muggles spot in the sky are in fact escaped Quaffles, and that the Loch Ness Monster Muggles claim to have seen is a real animal.
