Zhaliua was the last independent Valruzian border state (historical consensus holds that Hulbark stopped being a border state with its conquest of Aralaman). After Hulbark attacked the state in 1361, Arglon annexed the state as a vassal. In 1432, the last Hulbark line monarch died, and the Zhaliuans sucessfully laid claim to the country with Arglonese arms, leading to the Valruzian Union.

Today the region of Zhaliua comprises rougly the southeasern quarter of modern Arglon including all of the former state and much of the land that a joint Arlgon-Zhaliua expedition had wrenched from Hulbark in 1363.
