Until recently, Chicago didn't have a Scourge -- Sheriff Balthazar was more than happy to handle breaches of the Masquerade within the city was well as patrolling its borders keeping out the Sabbat and the scum. However, with the rise of the Thin-Blooded, the new Prince decided a Scourge was necessary to assist the Sheriff with his duties. Balthazar resisted at first, but has discovered since then that he rather enjoys having a posse, and is liable now to take his time deciding which candidate for Scourge will be chosen from amongst his new deputies.

In Crystal's last session, Sledgehammer Doyle had tipped off Balthazar that an undeclared Kindred was hiding out in the Chicago slaughter yards. Upon investigating, they found a young scared ghoul obviously hiding and protecting someone. Pushing past him, Balthazar and his posse found who the ghoul was hiding in the abandoned slaughterhouse -- a rogue Gangrel vampire, obviously very pregnant and in the process of giving birth. Balthazar had an immediate reaction to this seeming abomination -- it must be destroyed.
