Depends on the plane. Some can take off at about 30 mph. Others need to go over 200. The relevant speed is AIRSPEED. A headwind reduces the required groundspeed. In extreme cases, aircraft with very low takeoff speeds can be lifted due to the wind alone, thus taking off vertically with respect to the ground. This is rare, however, and likely to be dangerous.
