Sally Cordova is a resident of St. Gerard, but was previously living in New York, where her and then-NYPD Policeman Ricardo "Rico" Tubbs were in a relationship, until they broke up on acrimonious terms. Later, Esteban Calderone began a relationship with Sally and moved her to St. Gerard (what Sally called moving "from the ghetto to paradise"), at that time the centerpiece of the Calderone drug empire. After Esteban's death, Sally continued to live there, but Calderone's money dried up, and had a relationship with the deputy Reuben Olivo. When Tubbs came to St. Gerard, Sally told her story and she felt Tubbs was responsible for his own situation by killing Esteban, but Tubbs reminded her what Esteban did to him (kill his brother), and encouraged Olivo to let Tubbs help him get the Calderone
