The mobsters used a scheme of bid rigging, labor payoffs, threats and extortion to control the awarding of $145 million in city Housing Authority window installation contracts. Each faced up to 40 years in prison. In January 2011, the FBI indicted more than 100 suspected members and associates from all five of New York's Mafia families as well as New Jersey's DeCavalcante family. This included several suspected top leaders of the Colombo family. This included DeLucia, street boss Andrew Russo, acting underboss Benjamin Castellazzo, consiglierie Richard Fusco, and acting capo Anthony "Big Anthony" Russo. They were all charged with extortion. DeLucia pleaded guilty to the extortion charge and admitted to using a couple of extra-large goons who made him look like a “midget” to intimidate the operator of a rival gambling club in the Bronx.
