Angela Mitchell was a social worker for Social Services, liaison between the Colombian Consulate and Social Services, she handled many of the adoptions arranged by Howard Famiglia. In reality, Mitchell and Famiglia were working together to adopt the children Famiglia illegally obtained from Colombia. Their plan began to fall apart when one of Famiglia's baby planes was intercepted by Metro-Dade Vice (looking for drugs), three babies were found dead, and a woman, Maria Escobar, fell out of the fuselage, looking for her baby. Mitchell also became repulsed by Famiglia's reaction to the dead babies as nothing more than a "spoilage factor", and Famiglia suspected Mitchell was the "weak link". After served with a subpoena to testify at the grand jury investigating the baby case, Famiglia and his assistant Hector arranged for Mitchell and the Vice Consul, Eduardo Vasquez, be killed and the deaths to look like a murder-suicide lover's pact.
