Robert Hugh Montgomery (c.1879-1951) was an American-born businessman and local politician. The son of Thomas J Montgomery of of Larchmont Manor, New York, he was born in Boston but was a British subject by parentage. In the late 1890s he moved to the UK to study at Merton College, Oxford. By 1901 he had moved to South Kensington and was living with his widowed mother, Harriet Montgomery: both living "on own means". He moved to to Westminster, and in 1904 married Katherine Lucy Ventris Coward, daughter of the Recorder of Folkestone.

He moved to to Westminster, and in 1904 married Katherine Lucy Ventris Coward, daughter of the Recorder of Folkestone. In May 1904 he became a director of National White Oil Company Limited and in December 1904 he became Chairman and Joint Managing Director of the Bank of London, Limited. Both companies were based at 11 Pancras Lane, Queen Victoria Street in the City of London. In 1907 he was elected to the London County Council as a Municipal Reform councillor representing Tower Hamlets (Mile End). He served a three-year term and did not defend the seat at the next elections in 1910.
