The Minister of Discovery was a Covenant Prophet who is the narrator in the Halo: Evolutions short story Wages of Sin (which is the only story found in the separate Volume II version and not the original full version). He is stationed on High Charity and watches slowly as the city is consumed by the Flood. There, he writes down the very foundations of the Covenant and his past, in a final effort to reach atonement. He assumes responsibility for releasing the Flood as part of his own actions, and confesses on the falsehood of the Covenant religion. In the end of the story, he flings open the doors to his chamber and lets the parasite devour him, commenting "It is finished. I am finished."
