One of the brightest minds to emerge from the Soviet-influenced society of East Germany, Lukas Kaufmann excelled as a scientist in biological fields and headed a secret weapons project that involved the testing of viruses on living humans. He came to know Dr. Elsa Weissinger several years later at the Immunologie Universitat of Hamburg where he lectured her, resulting in a brief romantic relationship between the two. Kaufmann explained that they were developing biological weapons and he began to imagine eradicating all diseases from the world.

| - One of the brightest minds to emerge from the Soviet-influenced society of East Germany, Lukas Kaufmann excelled as a scientist in biological fields and headed a secret weapons project that involved the testing of viruses on living humans. He came to know Dr. Elsa Weissinger several years later at the Immunologie Universitat of Hamburg where he lectured her, resulting in a brief romantic relationship between the two. Kaufmann explained that they were developing biological weapons and he began to imagine eradicating all diseases from the world. Kaufmann and Weissinger joined PharCom as its chief scientists on the Syphon Filter project. When the Agency and Rhoemer began taking an interest in the virus's development, Kaufmann faked his death and Weissinger took over as head of the project for Lyle Stevens. Kaufmann, with help from the plastic surgeon Ahmed Salim Fadhil, assumed a new identity as Dr. Nikolai Jandran attached to the Meta Global corporation. He operated from a personal laboratory beneath an office in Belarus's Minsk University. He then arranged for shipments of Syphon Filter to be salvaged from the SS Lorelei wreck site and brought to his labs, where he synthesised the Omega Strain serum, creating components essential to the curing of the virus from a sample of infected Bovine blood. Meta Global Funds gave Jandran the resources to perfect the Omega Strain. Jandran oversaw the shipment of infected cattle and lectured on the effects of the virus on videotape. The Agency learned of him through these tapes acquired from Tekla Dobranski and during an operation in Yemen, acquired pictures of Dr. Fadhil's documents, thus uncovering his true identity as Kaufmann. Lawrence Mujari and a team of Agency operatives traced Jandran to the salvage operation of the S.S. Lorelei. Weissinger, fearing that he was infected with a strain of the virus that would not affect him but that would be lethal against others, provided them with a serum which she wanted them to use on him so he could be brought back for questioning. The Agency team used the serum on Jandran, attempting to capture him alive, only to have it kill him. Weissinger later confessed to arranging his death to prove she was ready to make her own mark on the world.
