In 1993, President Clinton formed the Information Infrastructure Task Force (IITF) to develop and implement the Administration's National Information Infrastructure Initiative. The Working Group on Intellectual Property Rights was established by the IITF to examine the need for changes in intellectual property laws to deal with the growth of cyberspace. The Working Group held the Conference on Fair Use (CONFU) in September 1994 to study the impact that new technologies may have on the fair use provisions of the Copyright Act, and to make recommendations.
