The only person in the Vorkosigan Saga who had successfully been declared an Imperial Witness for a particular case was Byerly Vorrutyer; the bargain was made due to his work as an undercover agent for ImpSec. Tien Vorsoisson believed that he might be able to be declared one as well, but he was unlikely to succeed in bringing that about.
