The 1 meant it was made by a Ta-Metru resident (Vakama), the first 9 meant it had a Kanoka power of 9 (time), and the last 9 meant it had a power level of 9, the highest possible. Toa Metru Vakama later carved this disk into the Kanohi Vahi, the Legendary Mask of Time.
