- Zephon ist der Repräsentant der 5. Galaxie auf einem Galaktischen Konzil auf dem Planeten Kembel. Welcher Spezies Zephon angehört und wie sein Heimatplanet heisst, ist unbekannt. Er trägt den Titel Master der 5. Galaxie. Seine Position ist jedoch nicht sehr gefestigt, wie Mavic Chen erwähnt. Offenbar wollten der Planet Vissar und andere Vertreter der 5. Galaxie Zephon bereits absetzen. Zephon war es, der den Dalek die Kooperation mit dem Master von Celation und dem Master von Beaus vermittelte.
