The Captain also had a competitive rivalry with Dr. Halsey, resenting the superior success rates of her SPARTAN-II Commandos over his own Special Warfare teams. During the Human-Covenant War, Captain Martin came into contact with Lieutenant Commander Ambrose, which later allowed him to orchestrate the creation of Herald Team under his command. This was done at great personal risk; the unit's conception drew the attention of the Office of Naval Intelligence, which lead to an investigation by Codename: DRACULA. In the final days of the great war, he lead the UNSC contingent of the Mandorla Campaign.
