An implicit silent consensus can be presumed to exist on Memory Alpha when there is no voiced disagreement evident. Getting community input for certain things is sometimes strongly suggested, but said input may not always be forthcoming. Since it is impractical to wait forever, after a reasonable period of time you should be bold , as it was up to those who disagreed to say so. The longer a highly visible statement of intent is unchallenged, the stronger the implication of consensus can be said to be.
