Elgar Handy (1914-23 May 2007) was a Labour Party councillor in the Erith area. Born in Monmouthshire, South Wales, he moved to the Kent suburbs of London. He was a member of Erith Borough Council from 1945 to 1965 and of the successor Bexley London Borough Council from 1964 to 1982. He sat as a member of the Greater London Council representing Bexley, Erith and Crayford from 1981 until the council's abolition in 1986. Vice Chairman of the GLC 1983-94
