Teavi'car'nuruodo, also known by his core name Vicar, was a Chiss operative in the Chiss Expansionary Defense Force. In 24 BBY, Vicar was sent to Coruscant in an attempt to monitor the situation that would soon develop between the Galactic Republic and the newly formed Confederacy of Independent Systems. By this time the Chiss were vaguely aware of the extragalactic threat of the Yuuzhan Vong and knew a destabilized galaxy would be far too easy to conquer.

Vicar spent several months on the capital world of the Republic attending diplomatic events and making friends in the Senate while relaying his progress to his superiors in the Unknown Regions. One such call was unwittingly intercepted by a local hacker by the name of Jig. Vicar trailed the young hacker to his own apartment where he collected what he believed to be the data crystal containing the stolen transmission. When it proved to be merely miscellaneous and random data, he renewed his search and discovered Jig at the closest starport. Vicar intended no permanent physical harm to the boy when he began to intimidate him, but it triggered a heart attack which killed him. The Chiss then escaped back into the darkness of Coruscant's underworld. Not long after, the Chiss returned to his homeworld, and the Chiss left the Republic to fend for itself. The Ascendancy had their own domain to protect.
