  • The House of Lords (often abbreviated HoL) is an English institution, operated from the RK forums. In essence, it is a forum discussion area acting as a legislative review and advice body. Membership is limited to players who have been granted a Noble Title (Peerage) by the College of Heraldry. (Note that this is different from the Titles that can be purchased in-game for money) It has few, if any, executive powers. It does, however, act as a Court of Justice. Any Titled player can - if accused of a crime - elect to be tried by the House of Lords, rather than the general County Courts. The titular head of the HoL - and nominal chair of all discussions - is the reigning Monarch of England. In operation, it mirrors the House of Parliament (HoP), which has a similar function, but is composed of elected County Council officials. Collectively, the two institutions form the Chambers of English Government, otherwise knows as Westminster. Both Houses effectively advise the Monarch on aspects of National Legislation, with the HoL representing the Nobility and Tradition, and the HoP representing an electoral mandate from the people. Ultimately, the Monarch decides, and wields supreme executive power. rk-gardener

In the event that a member of the House was unavailable for voting, he or she could allow a proxy to vote in his or her name, provided certain conditions and procedures were previously met. No elections were held for the Lords; new members of the House were created by the Crown with the consent and approval of a majority of the House of Commons, thus giving the lower house a say in the composition of the upper house. However, the membership of the Lords could not be increased over 10% between any two general elections, and the Lords reserved the right to refuse to seat a newly-created peer of the realm. The House of Lords was the senior branch of the Manticoran Parliament, as the Star Kingdom's Constitution mandated that the Prime Minister must be a member of the House and command a majority of its members to hold the office. In addition, the Lords held the "power of the purse", which meant that they alone could initiate any budget, tax or appropriation bill, as well as approve its final form, which included the power to override any amendments introduced by the Commons. However, with the fall of the High Ridge government, the Grantville government used its majority to introduce a transitional bill that over the course of 5 T-years would transfer its "power of the purse" to the Commons. The presiding officer of the House of Lords was the Speaker, who was responsible for presiding the House's sessions and maintaining order between its members. Other members of the House staff included the Sergeant-at-Arms.

Lords Spiritual are lords by virtue of ecclisiastical positions, they're Bishops of the Church of England. There can be no more than 26 Lords Spiritual at any one time. Lords Temporal include Lords as one might expect - hereditary peers, those with titles held by families often dating back centuries, as well as life peers, who are created by the queen, on the advice of the prime minister. Life titles cannot be inherited, although their children have the same right to be addressed as "The Honourable..." as the children of hereditary peers who haven't yet inherited their parent's title. The government of Tony Blair kicked out most of the hereditary peers and then created more life peers than any government in history, seemingly in an attempt to stack the Lords in his favour.
