Judy Tinkey Pennington (March 4, 1949, Noble City) is a Lovian lawyer, university professor and a member of the well-known Pennington Family. She is the third child of Robert Pennington, Governor of Sylvania, and Lizzy Tinkey Pennington. Judy T. Pennington also is the youngest granddaughter of the former Sylvania Governor James W.
