Shamus Quinn was a man who made his life by hunting for scrap metal and was even paid for some of it. At some point, he became interested in purchasing a helo that Petty Officer First Class Josie Sparks and Lieutenant Hank Joplin were planning on selling but the plan went wrong when Lieutenant Commander Oliver Happ intervened to stop the sale from going ahead. As such, Quinn shot Happ dead and later forced Sparks and Joplin presumably at gunpoint to get into a rescue raft before sending it out to sea.

As such, Quinn shot Happ dead and later forced Sparks and Joplin presumably at gunpoint to get into a rescue raft before sending it out to sea. The two spent four days at sea before being found while Happ's body was later thrown overboard and later washed up on a beach. Quinn later emerged with a knife and demanded to know what NCIS and CGIS were doing on his turf, i.e., the beach where the raft had been found. He even threatened NCIS Special Agents Timothy McGee and Anthony DiNozzo but thankfully CGIS Agent Abigail Borin emerged, her gun drawn, forcing Quinn to surrender. Quinn even expressed some interest in going out with Borin much to her dismay but it all ended when Quinn's role in Happ's death was exposed. He got into a shootout with Borin, DiNozzo, McGee, Leroy Jethro Gibbs and Ziva David at his warehouse which ended when DiNozzo tackled him in a surprise ambush and with McGee's help, managed to arrest Quinn, solving the case.
