Yet, as his last act as president, he signed into law the Return of Sovereignty Act of 2011, which separates the Franco-German Commonwealth from a federation into a combination of four republics: France, Germany, Walloon, and Flanders. "Each of these republics will become its own sovereign and equal entity in the newly renamed Occidental Free Association of States. This also officially ends the Flemish independence movement, due to the achievement of its goals. "This is indeed a great day for us. Our government has been made more just and free. And in addition, on this day, our association has declared a policy of neutrality in all affairs. The Grend Yarphese Republic and New Germanic Empire are officially recognized states, as are the post-US superpowers. We only seek peaceful coexistence with our fellow neighbors and seek to focus on domestic issues. We maintain our seat on the United Nations Security Council but desire to move our status in the PAFF to protectorate. All OFAS military technology will be either handed over to PAFF or redesigned for civilian usage. "We will immediately withdraw all forces from our foreign interventions. This currently includes our forces in Libya, and our forces in Burma. As your Supreme Servant, I, Belle DuLane, wish to move in the direction of peace first and foremost. Humanitarian intervention never works out. I look forward to serving you all more in the future. Thank you." Supreme Elected, Belle DuLane
