  • Despite being the largest town in the Gouran region, Kouan is often held to be nothing more than a country town by those from some of the more prosperous areas of the empire. Despite its' large population, Kouan does not have a great deal of industry, though its' proximity to Lake Toran provides a boon for both fishing and travelling. Kouan is most famous for being the former home of President Lepant. The townspeople of Kouan hold President Lepant in such high esteem, in fact, that it was his support of the Liberation Army, along with the kidnapping of his wife Eileen by then-magistrate of the area, Kraze, that led the town to unilaterally support the Liberation Army over the Empire!
