Every Turtle has their own special move (Leonardo can use his katana to break rocks, Donatello can use his bo staff to double-jump, Michelangelo can use his kusarigama as a grappling hook to swing around, and Raphael can use his sai to climb up walls). Each Turtle can only be used in one level, meaning that each of the four levels have to be beaten by one Turtle. The first level begins with the Turtles catching up with Leatherhead, who then proceed to chase Leatherhead and fend off Foot Soldiers. After defeating the first batch of Foot Soldiers, Leatherhead escapes again, but a Foot Soldier steals one of Donatell inventions, a Battle Data Storage Unit. The remaining three levels have the Turtles chase after the Foot Soldier that stole the Battle Data Storage Unit, the game ending with said Foot Soldier being the last Foot Soldier defeated and the Battle Data Storage Unit recovered. The game also has a survival mode, where the player has to race to the end of the level. Here, the timer measures how long it takes the player to reach the end of the level as opposed to how much time they have to get there. In order to survive, the player must make it to the end of the level before the screen catches up with them.
