Tocco is a former soldier of the Detroit Partnership. He is a member of the Tocco clan that has been a powerful group within the Detroit mafia since it was founded in 1921. Tocco is a graduate of the University of Detroit and cousin of current Detroit boss Jack Tocco. Tocco joined the Detroit mob, or the "Combination" as he called it, in the 1960s and was taken to Las Vegas in 1969 "to be shown how things work". According to Tocco, after his release from prison he entered a partnership with Paul Corrado and "we started to street-tax people involved in illegal gambling...collect debts and generally whatever you can do to try to make a buck." He said he disliked collecting street taxes from gamblers, because it was dangerous and attracted law enforcement. "It brought them a lot of headaches," and Jack Tocco thought, "it would be better for us to dress up twice a year in black and go out and make a score...rob or rip somebody off." In the late 1990s, Tocco was convicted of racketeering, conspiracy, extortion and weapons violations along with Paul Corrado and decided to cooperate with the government in exchange for a reduced sentence. In April 2000, Tocco testified against crime boss Jack Tocco and others becoming the first Detroit Mafia member to turn Government witness. In his testimony, Tocco outlined the Detroit criminal empire and gave information on authorized murders, beatings and extortion. After his testimony, Nove strode out of the courtroom staring directly at relatives who turned their faces away from him. He is currently in the witness protection program.
