  • Province 1, commonly referred to as the Upper Saigon, Outer Saigon, or Mekong Delta Province, is Yarphei's 1st province. It borders, beginning from the north and going clockwise, 7, Saigong, 6, the South China Sea, 2, 4, and 15. The area has historically been tied to the city of Saigon nearby. It first existed as a few Khmer villages located in the area, near Prey Nokor. According to Khmer legend, the area was ceded to Vietnam as dowry for a Khmer prince to marry a Vietnamese princess. In 1623, the Khmers allowed Vietnamese refugees fleeing the Trịnh-Nguyễn Civil War to settle the area. The Vietnamese soon took control of the region and the Khmers lost control of Prey Nokor. Under the Nguyễn Dynasty, Vietnam annexed the area. It continued to develop with Saigon. It received considerable French influence under French Indochina. At the Geneva Accord, it was partitioned into South Vietnam. Following the Fall of Saigon, the capital at Tân An was a major trading poert. The province at the time roughly corresponded to the Long An and Gia Dinh provinces at the time. When the province was taken over by North Vietnam, Gia Dinh was renamed Ho Chi Minh City, combined with Saigon. When the Vietnamese Liberation Army stormed the area, Ho Chi Minh City was combined with Long An Province to form Saigon Department. Following the 2010 Yarphese War, the urban districts of Saigon were split from the Province to form Saigong Special Zone. Under Yarphese rule, the city served as a prosperous terminal connecting Yarphei's Khmer Areas to Saigon.
