You could call it recycling or you can call it "style of drawing". All those characters are drawn by the same artist and so they can share features that the artist likes. The angle of the face cut, the expression of the eye etc, etc. However, unless you can't tell characters apart, it's hardly recycling. An artist will often recycle character designs. Designing a new design every time would be tiring. It's the clothes that make the character. I can see resemblances between Hisagi and Ichigo, but this might be artist style and there are easy ways to tell them apart.

I can't see the similarity between Tensa and Ulquiorra or Hisagi and Ichigo. Similarity between Kaien and Ichigo was deliberate and hinted at long before the visual representation of Kaien was put forth. Therefore, that was actually a plot device. An artist will often recycle character designs. Designing a new design every time would be tiring. It's the clothes that make the character.
