A Constitutional amendment is a special bill which changes the fundamental law of the nation. Also if most of times it is used to change the type of government, it could be also used for more practical goals like change the number of seats or the period of the legislature. Since it is more important, an amendment requires a super majority of 2/3 of the legislature.
