First, I made a new will, settled my affairs, and prepared for my own personal extinction. Then I wrote the best damn pack of lies I’d ever produced. I proved beyond the shadow of a doubt that there were mutants, but there were also other “empowered” individuals. It was true. There were martial arts masters, and mystics, inventors, daredevils, and even strange new races, such as the sidhe. None of those other “empowered” possessed that peculiar combination of genes collectively called the “meta-gene complex.” I brought in reports on background radioactivity, atomic bombs, and even new vaccines. I proposed lines of research to create new empowered individuals through exposure to radiation, disease, surgery, and training. I even found ways to bring up questions on aliens and time travel. Dr. Stephen Braeburn narrows the term to "non-Mutant" extraordinary individuals. He included what we would call "Origins" and "modified" in this category, as well as those who maximized their Baseline potential through training, and those such as Marvel's Iron Man who created Power armor. But Mimeo was a really high-level Exemplar, and a really high-level Shifter, and a really high-level power mimic. He hadn’t met anyone he couldn’t copy, and he meant anybody. Sure, he did great against other mutants. But he’d fought plenty of jokers who were Imbued or Empowered or Batson Factors, and he’d been able to copy those powers too. Mimeo narrows it down a bit further, by excluding Imbued, and Batson Factors. This still leaves Origins and modified, as well as those who maximize their baseline potential through training. Whether Mimeo can copy the effects of souped up technology is not currently known, so that may or may not still be in the mix. So precisely what is meant by "Empowered" is still unclear, although much has been eliminated.
