The Blockade of the Chiss Ascendancy was an offensive maneuver executed by the Empire of the Hand in an attempt to take control of the Chiss. It was orchestrated by Grand Admiral Thrawn, who intended to subjugate the Ascendancy without having to risk a bloody military invasion. It was orchestrated by Grand Admiral Thrawn, who intended to subjugate the Ascendancy without having to risk a bloody military invasion. As the Empire managed to annex the Utegetu Nebula, which was the start of the TransChiss trade route supplying the Chiss with vital resources, the Grand Admiral ordered a fleet to blockade all commercial traffic to and from the Ascendancy. The blockade was overseen by Grand Moff Ardus Kaine and various Killik officers, as Thrawn was fighting battles in the Mid Rim and Core Worlds. The maneuver was initiated in late 8 ABY (43:8:17). The Imperial fleet—on the pretext of heavy pirate activity in the area—moved into position and forbid passage for all incoming vessels. The movement was stated to be a "temporary necessity", but the Chiss leaders had worries about the Imperials' true intentions. A Chiss Expansionary Defense Force unit supplemented by the Household Phalanx, consisting of thirty cruisers was dispatched to the area, which positioned itself opposite the Imperial barricade, near an asteroid field. No actual engagement took place, although Imperial patrols often exchanged fire with Chiss warships. After it became clear that the Empire will not leave unless action is taken, Aristocra Chaf'orm'bintrano arrived to take personal control of the Chiss fleet. He also attempted to negotiate with Ardus Kaine, which nearly resulted in his death when his shuttle was attacked by a squadron of TIE/ln starfighters. This skirmish convinced the Chiss Ruling Families and the Four Aristocra of the seriousness of the situation. As the Imperial blockade hindered commerce, the Ascendancy introduced rationing to try and control the impending supply crisis. The Chiss food storages were emptying quickly, which lead to rebellions on outlying worlds. The Aristocra attempted to hide this fact from the population of Csilla, but after a rebel organization revealed the truth, the Ruling Families were forced to appoint Chaf'alks'ireu as Oligarch to govern the country. Falksi's reforms—dealing with smugglers to receive supplies and proposing societal changes—were initially successful but were later met with strong opposition from both the nation and the Aristocra. This process culminated in a coup d'état, with the Chiss Expansionary Defense Force's leaders removing Falksi from power and recreate the Ruling Council with them as the members. However, rations had to be reduced further in early 9 ABY (44:2:3). Left with no chance, the Chiss turned to the Confederation of Non-Aligned Planets for aid, which agreed to supply them with food and resources. A neutrality pact and an economical treaty were signed on Ilum, and the CNAP sent its Thirtieth Fleet to bolster the Chiss counter-blockade. This essentially ended the crisis, although the Imperial blockade was disbanded only in late 9 ABY.
