When informed about the threat to his people posed by the Dreadnought missile that year, he believed that the USS Voyager had launched the missile intentionally. Kellan initially believed that Captain Janeway intended to use the missile as leverage to extort resources or supplies from his people. He told Captain Kathryn Janeway that their reputation was well known. Apparently, the Kazon had been spreading lies about Voyager, that it was a warship. Janeway was able to convince him that they were not responsible and would help stop the missile.

  • Kellen spent his early years helping his mother and older brother, Lan, run their small farm on the grassy plains of Talus while his father helped with their meager living by smuggling machine parts out of the Corellian shipyards. He always dreamed of joining his father in soaring into the stars, but needed to keep his head on the ground to help raise our sparse crops and protect them from Selonian raids - a fact his brother was always quick to remind him of. He discovered that he was different from other farmhands during a hike into the mountaintops of Kystes' Spine. When he slipped and fell from a 30-foot cliff he was already able to walk away from the incident with nothing but a broken rib or two. Lan began to realize that he had similar abilities as well. However, their parents refused to listen to their amazing tales and told them to thank the Force for sparing their lives. They also taught them to fear and hate the unique order of Corellian Jedi, who strutted around the system with robes of bright emerald green and heads the size of Yavin moons, punishing those who participated in illegal smuggling activities with the same cold, calculated moves of brainwashed stormtroopers. Hate of the Jedi dominated Kellan's thoughts, though for some reason Lan was taken with their cocky views of justice and dreamed of donning a green hood and lording over the Five Brothers of the Corellian System along with the other Force-wielding snakes. Kellan's childhood ended the day the Jedi managed to follow their father back to their tiny farm. When he refused to reveal his stolen goods, they attempted to seize the missing property by force, which resulted in a terrifying duel between lightsaber and blaster fire. The images of burning crops, thick smoke choking out the daylight, and his small mother screaming as she watched her struggling husband get cut down by a gleaming blue lightsaber were forever etched into his mind, and continued to haunt his sleep. Kellen managed to survive only by fleeing and disappearing in the nearby mudlands, and he has striven to remain mostly invisible ever since. Orphaned by the Jedi, he searched the galaxy for the Sith Lords he used to hear about from visiting smuggler friends of his father, hoping they will teach him to use his strange gifts for one single purpose - revenge against the Jedi filth, the hypocrites who spoke of peace before robbing him of his. He has not seen his brother since that dark day and fear the Jedi may have captured him. He joined the Order of Sovereignty and took part in the League of Shadows for a time until being assigned to Bastion to track down a possibly spy within the Order of Sovereignty. He never returned from the mission and has been listed as MIA since then.

Kellan ordered the evacuation of the planet's eastern continent and sent Rakosan defense forces to intercept the missile, although he knew that stopping Dreadnought was beyond his capabilities. Kellan and Janeway began to develop a friendship due to their regular consultations over the crisis. Kellan also encouraged the Captain to call him by his name, saying that he had always had a dislike for the title he held. When Janeway planned to ram the missile with Voyager and sacrifice her crew to save her people, Kellan knew the true intentions of Voyager. Kellan was extremely grateful to the Voyager crew after they successfully destroyed the missile. (VOY: "Dreadnought") Kellin was played by actor Dan Kern. In the final draft script of "Dreadnought", Kellan was described as "fiftyish, thoughtful, concerned leader of Rakosa Five." Upon describing a scene in which he was to look "gaunt" due to stress, Rakosa was likened to "Roosevelt at Yalta", referencing US President Franklin D. Roosevelt looking gaunt at the Yalta Conference in 1945. In ultimately omitted dialogue from the same scripted scene, it was established that Kellan had just found out that his wife's brother and his family were on holiday in the mountains while the Dreadnought missile approached Rakosa V. Those mountains were two hundred kilometers from the target site, and Kellan had been unable to contact the family.

Er ist sich zwar klar, dass die Rakosaner mit ihren Schiffen keine Chance haben, teilt Captain Janeway jedoch mit, dass er darauf hofft, dass es einem ihrer fähigen Piloten gelingt, „Dreadnought“ zu zerstören. Der Plan schlägt jedoch fehl, erwartungsgemäß müssen sich die Rakosaner nach dem Verlust von fünf Schiffen zurückziehen. Nach diesem Fehlschlag ist Kellan nahe am verzweifeln. Da nicht genug Schiffe bereit stehen, um den östlichen Kontinent auf Rakosa V zu evakuieren, scheint es, als müssten zwei Millionen Rakosaner sterben. Als er dies Captain Janeway mitteilt eröffnet sie ihm, dass sie vor hat, den Flugkörper zu stoppen, indem sie die Voyager in seine Flugbahn steuert und dort die Selbstzerstörung aktiviert. Der Warpkernbruch soll „Dreadnought“ zerstören. Kellan ist tief beeindruckt von Janeways Opferbereitschaft und meint nun, in der Crew neue Freunde gewonnen zu haben. Zum Glück für alle gelingt es Lieutenant Torres im letzten Moment doch noch, den Marschflugkörper zu zerstören und so Kellans Heimat zu retten, ohne dass die Voyager sich opfern muss.
