Irvine is Oscar the Grouch's niece, herself a baby Grouch. She appeared on on Sesame Street beginning in season 15 up through season 30. She has a tendency to scream and cry very often. Her parents are not seen in the series. In Episode 2606, she and Slimey and Alice want to give Maria's soon-to-be-born baby a gift, but they all have problems: Slimey's are too small, Alice's are too big and Irvine's are broken. Irvine can also be spotted in the finale of The Muppets Take Manhattan.

He starts yet another argument with Grundgetta & Irvine falls asleep in a matter of seconds. Oscar says Grouch babies love to fall asleep to the sound of a good loud argument.

Getting frustrated with his refusal to leave, Maria finally yells at him to "SCRAM!" resulting in Irvine repeating the word. Later, when Oscar is gone, Big Bird stops by while Maria is trying to feed Irvine some sardines with strawberry ice cream. Big Bird says that he's just learned today what opposites are, and uses Irvine's refusal to eat or drink her bottle as examples. Later again, Irvine still won't eat when Bob stops by. Bob suggests that maybe Irvine will only eat from someone who's a grouch, so they both give it a try, but not even the airplane-coming-in-for-a-landing technique will work. When Oscar returns, he explains that you have to place the food within view and tell her not to eat. When she finally eats, Oscar remarks, "Isn't she nasty?" In Episode 2606, she and Slimey and Alice want to give Maria's soon-to-be-born baby a gift, but they all have problems: Slimey's are too small, Alice's are too big and Irvine's are broken. In Episode 3811, Irvine insists that she be allowed to take a bath, much to the concern of Oscar. After allowing Irvine to take a bath, Oscar remarks, "She may be clean, but she's still ugly."
