However, even if this is done, in conjunction with such an RP, a Building project would make a new crime haven. Rooms with this warning represent the fact that no police force is good enough to patrol an entire planet effectively, and there are some places that will routinely go under the radar. In order to completely elimnate rooms with this flag from a planet, a massive campaign would be required costing a great deal of money. 2.) Police interference in RP would be allowed in the case of major reported crimes, or major events that would gain attention outside of the immediate area. This means that someone might be killed in one of these rooms and the Police would never know about it. But if someone called for help on a comsystem, it would be IC for a police army to report to the area for a limited period of time to investigate. Even such large events as gang wars might go unnoticed in these areas, but something like a large explosion would draw police. If you are in doubt, please page a member of the +staff. 3.) These rooms may not be used as the staging point of an invasion. Many planetary rulers have placed major troop contingents in most rooms on their planets to avoid allowing military opponents to sneak large armies onto their planet. As safe-zones for criminals, these areas will not be used to bring armies onto a planet. If they are used in such a way, it is an automatic Judge ruling that the invader must RP every step of the landing, and that NPCs will report the invasion fleet immediately upon landing, unless the planetary ruler gives their consent to some other arrangement.
