Bi-cameral. Two thirds of the lower house is elected directly from the administrative divisions and the rest through a system of proportial representation. The upper house is composed of representatives of various groups (industry, education, ecclesiatic, etc...) that are elected by members of their resepective corporation. The Executive is the Council of State made up of at least 6 ministers: justice, foreign affairs (include communication), the interior, public worship & education, war and finance.
