Notice of Inquiry (NOI) is a term adopted by the Federal Communications Commission primarily for fact gathering, a way to seek comments from the public or industry on a specific issue. The NOI also states where and when comments may be submitted, where and when you can review comments others have made, and how to respond to those comments.
