One skeletal king is guaranteed to be generated in each game, guarding the Ring of the High Kings on the lowest level of the Tomb of the High Kings. His confusion spells are particularly dangerous, as they may cause unlucky PCs to stumble into the red lake and be eaten alive by piranhas. Since he does not actually carry the RotHK , it is possible to lure him away from it and grab it without having to fight him.
Further skeletal kings can be found in the late game, on dungeon levels of high danger level.
