This sealstone does not have any effect when set on a dais, as enemies obviously cannot obtain OTH or experience. As money is rarely an issue in this game, the OTH bonus is not a major advantage. However, the penalty to experience can actually be a perk, if you are trying to quickly learn skills, since a bigger difference between party levels and enemy levels speeds up the skill-learning process. The sealstone has a relatively reasonable cost, so you may consider restoring it at some point. It may also be used in the Crawsus Forest Ruins puzzle, for example, if you do not have any negative sealstones at hand.
