The Office of Communications was an intelligence agency of the Unified Earth Government responsible for providing signals intelligence and information security assurance to the Earth Government. The Office of Communications, often abbreviated as OffCom, operated under the guidance of the UEG Joint Intelligence Committee, which set its priorities annually, as well as reviewed its intelligence reports before passing them to the UEG National Security Council. The Office of Communications was operated by the Director of the Office of Communications. They, along with their department, were answerable directly to the the UEG Foreign and Colony Minister, also known as the Foreign Secretary, not the Foreign and Colony Office office itself. While appearing unofficially under the FCO's organisational structure, only the minister himself oversaw OffCom, with its annual budget set by the Joint Intelligence Committee. OffCom was a civilian organisation with roles focusing on SIGINT, specifically interception and analysis of electromagnetic, acoustic and other signals. In addition, it provided information security information and advice to departments of the UEG.
