On July 1, 2007 the long defunct International Communist Party officially announced that it was reforming as a new alliance. The original ICP had been a controversial alliance, and it was immediately clear that so would be its reformation. The Founders of this new ICP had contacted both Emperor Revenge of New Pacific Order and Kaiser Martens of Norden Verein and gotten go ahead from both - to quote Kaiser Martens "It's fine, go ahead, we won't be killing you". On July 5 shortly prior to update, a joint announcement from Norden Verein and the Golden Sabres declared that this new ICP would not be tolerated, and from that moment a state of war existed between the three alliances.

The new ICP was not a member of The Internationale, nor did it have any MDPs. Having no allies, the ICP was defeated and on July 7 announced its surrender and disbandment.
