I think that they would be well known. Plus, soifon refused to acknowledge Hachigen out of disapproval, not because she didn't recognize him. If I'm incorrect, then it would be still natural for Soifon not to recognize Hachigen since he was the lieutenant of the Kido Corps which rarely interact with the gotei 13.
