In the Tropico 4: Modern Times expansion, in 1971, it becomes possible to try and upgrade the palace into a presidency. This requires four steps; having a population of 250, having $20,000 in Swiss bank account funds, having an average happiness of 60, and paying $20,000 out of the treasury for the upgrade.
