The Premier of the Union of Communist Republics is the Highest officer, leader, and representative of the Republic and serves as its Head of State. The Premier is in charge of the running of the UCR. He is to ensure the smooth running of the alliance and generally decides the policy that the UCR follows. The Premier has the power to create or disband departments as necessary, other than those outlined in the constitution. He also has the power to approve non-military treaties. The Premier is elected by the General Assmebly for life or until removed by a vote of no confidence, though by tradition, Premiers tend to voluntarily step down after a year in office.
