The act at the time was vague and short but established key points in the process of passing a bill into law. It contained the following information: * The House shall be designated with the power to introduce any bills no matter what matter it may concern. * The Senate shall be designated with the power to introduce any bills except any that edit the budget or expenditure/income of the government. The house is the only house that can introduce such bills. * All bills must be passed by the House and Senate. If a bill begins in the House and is not thrown out it will be sent to the Senate. The Senate cannot throw out the bill. The Senate may veto the bill for 2 years and during that time may make edits. If a senate bill is rejected by the House it can either be returned to the Senate for revision or thrown out. * All members may sit in their respective houses, in any seat, irrespective if they wish to speak or not. * All members who wish to speak on a matter must fill out the "Speaker Request Form". * Any member who is willing to introduce a bill must fill out a "Bill Synopsis" and present it to the Chairperson. The chairperson is obliged to let the bill be heard. * If the Attorney General deems a bill unconstitutional it can refer it to the court for further review. * The chairperson of the House and Senate has the power to remove members for the maximum of one day sitting. A chairperson must fill out a suspension form and return it to the Congressional Administration Committee.
